The FIHQ-2006 - Festival of Cartoons and Comics of Pernambuco - is a Cartoons and Comics Festival promoted by the ACAPE - Association of Cartoonists of Pernambuco, together with the FUNDARPE - Culture Foundation of the State of Pernambuco, to continue and expand the activities carried out in the previous seven Festivals. The Festival, aside from exposing and awarding the projects accepted for the event, reflects and discusses esthetics, theory, ethics, and the language of humor, cartoons and illustrations, as well as other themes of interest in this general universe. The Festival observes five general topical areas: political cartoon; caricature; cartoon; comics and editorial illustration.
The FIHQ-2006, is a space where themes can be debated in seminars, where practice is encouraged through workshops directed by guests who are specialists in graphic, journalistic and editorial arts, including theorists, and where publications such as the 'Pocket Conferences' are executed.
a) The CARICATURE category is reserved, strictly speaking, to caricature sketches, only humorous portraits are admitted.
b) The CARTOON category considers all work related to subject matters having no direct relation to current times.
c) In the POLITICAL CARTOON category all work that reflects on current questions and events, published in the written press between 31/03/2005 and 31/03/2006, are considered.
d) The COMICS category considers work in the genre of up to 3 pages.
e) The EDITORIAL ILLUSTRATION category considers work published in the written press between 31/03/2005 and 31/03/2006
The authors can feel free to submit any work they consider of their highest quality, however, we suggest the selection of characters, subjects and events of universal value, more adequate for an international festival.
a) The award ceremony and the exposition of selected work will take place at Torre Malakof, in Recife , Pernambuco , Brazil , on June 05, 2006. The exposition will continue until July 31, 2006.
a) Only work sent through the internet will be accepted, typed in 300 dpi, dimension 4724 x 3543 pixel or 300 x 400 mm , color mode RGB, format JPG (medium quality), maximum limit of 1.5 MB. It must contain the participant's data in the body of the message, with an annexed description of the techniques and software used (except for political cartoons and editorial illustrations), and with one single image annexed per e-mail.
b) The format of the already published work (political cartoons and editorial illustration) cannot exceed the size of 300x400 mm.
c) Every cartoonist can submit two pieces of work for each of the categories of the Festival: political cartoon; caricature; cartoon; comics and editorial illustration.
d) It is necessary for admission to the Festival that the political cartoons and the editorial illustrations have been published - originally, between March 31, 2005, and March 31, 2006 - in newspapers and magazines of regular circulation and sale to the public.
e) To prove the previous condition each original (or digital copy signed in the back by the author) must come with the published page of the respective publication, where the date and the title of the newspaper or magazine are visible.
f) The author must annex the heading of the newspaper or magazine in which the competing piece of work was published, with dimension and quality allowing its reproduction.
g) If the original has a title, subscript or any other writing, it must be translated into English or Spanish and included in the label together with the original.
h) The work must be received at the organization in Recife by April 30, 2006; posted work must arrive at the organization by the same date (we recommend verification of how many days it takes from the city of origin to the destination so that the material can be sent with due advance).
a) Every piece of work sent must have an individual inscription and identification card of its own.
a) The jury will be made up of five members of acknowledged competence, among which there will be a member of the ACAPE (or authorized representative), organizer of the event;
b) The president of the jury will be an artist, especially invited for this end;
c) The ACAPE will establish a pre-selection commission which will indicate the pieces of work that will be part of the exposition, dispute the awards and be included in the catalogue.
c.1) The quantity of work published in the Catalogue can be different than that selected to be awarded and exposed. No complaints in this regard will be considered;
c.2) All the work sent by electronic mail will be alternately exposed in a big screen or computer, in the same environment of the exposition.
d) The jury is responsible for the award giving and honoraries;
e) The jury and pre-selection commission decisions are taken by majority vote, with no right for appeal and irreversible.
a) The awarded originals become part of ACAPE's archive;
b) ACAPE reserves the right to use any submitted piece of work, at any time, to disseminate this Festival or future ones organized by ACAPE;
c) No piece of work will be sold or used for commercial ends.
a) The originals not awarded will be returned according to the data in the inscription card.
a) All the participants with selected work for the catalogue will receive a copy of the Festival's catalogue.
b) If some one is awarded or given honorary mention but doesn't appear in the catalogue, they will also have a right to a copy of the catalogue.
a) The act of submitting a piece of work to the Festival implies automatically in the loss of the respective reproduction rights for non-commercial ends.
b) When a piece of work is awarded it implies the automatic cessation, to the organization of the FIHQ-2006, of all the author's rights inherent to it.
a) In total, there will be 5 (five) equal Awards of R$ 4,000.00 (FOUR THOUSAND REAIS).
b) The value of the awards is subject to legal taxes at the moment of attribution.
c) The awards and honorary mentions will be symbolized by way of trophies (those awarded) and diplomas (those awarded and those with honorary mention).
e) All the authors with pieces of work selected for the exposition and the catalogue will receive participation certificates of the Festival.
